It seems to me that she is not happy with the relationship, but feels awful to be the one to break up. She is like asking for your "permission", "approval" or something like that.
If she feels unhappy with the long distance, I think you should not prevent her from seeing someone else. Let her be.

A LDR is tougher as the time wears on.... and no matter how strongly you love each other, it can be too much. Your girl might just be unable to cope with the lack of physical time anymore. It's up to you both to figure out what you can do, or if maybe it's time to move on?
