Get him a birthday card...and find out what kind of scents he likes and you can get him a cologne.

Sounds like you haven't been with him that long, you can always ask him what he wants for his birthday. Plus I wouldn't make it anything extravagant since you just started your relationship. If you don't have that much money to spend, you can go and buy him a nice shirt from his favorite clothing store, look at what he wears so you can get an idea of his style then judge what store you should go to since you may not know his favorite store. Or do a mixed CD of some songs you may think he'll like, a small birthday cake, a candle, a card, and have a camera on hand. Sing him happy birthday, and have someone take a pic of you two in front of his mini cake. Later, develop that picture, put it in a nice frame and give that to him too.

Wow, he's your boyfriend and you don't even know what he's into? Sorry, not trying to sound harsh, I know it can be hard finding the right present, I struggle to find something for my boyfriend too but you must know at least some of his interests?!
You could always ask him if there is anything that he wants.
I'm guessing that you won't have much money to spend on a gift for him but CD's or DVD's are always something that you could get for him. Maybe a game if he is interested in them although they can be quite pricey.
If he likes sports and supports a certain team maybe you could get him something related to that...
If you can't think of anything maybe buy him a new top? Or a gift voucher for a shop he likes so he can choose what he wants himself?
You could offer to take him out for a lunch? Doesn't have to be a fancy restaurant, but maybe just a local cafe? Or invite him to the cinema...
Or if you want to save some money you could make him a foto album with pictures of you 2 together if you have enough of them.
For my boyfriend's last birthday I got him a mini pool table as a joke because he mentioned some time ago that he would love to have his own one sometime... And some snacks that I know he likes. Also, my boyfriend is into dragons so last christmas I bought him a dragon statue.
