It is alright, and entirely normal to discover the feelings you're experiencing for members of the opposite sex.
In your case, it isn't the age difference that matters, but the fact that she is 11. It is a very young age, on that doesn't involve the emotional maturity just yet to be in an intimate relationship.
For now, at least, put your feelings to one side and try to focus on the girls your own age maybe?
Good Luck.

At the moment she is probably "practice flirting" with you as part of this process - you are a nice guy and her best friends big brother so you are "nice and safe".
So remember, she isn't at the same stage of maturity as you. She'll probably be more ready when she's about 13 or 14 to tell the difference between someone she actually fancies and someone she thinks is a cool guy to play with.

Once she gets to between 15 and 18, it doesn so much.
So go out with someone closer until then.

It isn't really.
If you like, then just go for her. And good luck.
