I was stunned and shocked and kinda rejected him cause I was dating someone else at the time which I told him about. It's been 20 years and he just rejected me on Facebook.Does he still really hate me?

I very much doubt that he is harbouring feelings of resentment after this much time.
As you said, it has been 20 years. Maybe he feels, as I do, that he doesn't want to add ppl to his FB with whom he has had no meaningful contact. Basically, at this point you two are strangers. Why does he need to let you in on the intimate details of his life 20 years down the road.
Don't sweat it. I very much doubt it was personal. And if it was, then why do you want to have any contact with a guy who would penalize you 20 years down the road simply because you were honest with him.
