Hi there. He obviously sees you as at least a friend, otherwise he wouldn't have baked the brownies for you for your birthday.
If he didn't like you - even as a friend - he wouldn't be giving your compliments.
Playing footsies with you, is playful behaviour and is a sign of affection.
Teasing you is also playful behaviour, and is a sign of affection.
When he grabbed your wrist regarding your comment about - "Why do you hate that guy" - really depends on what that was all about.
He might have been saying that because that guy also likes you, and so he is a little bit jealous.
A bit of competition, perhaps.
Time will tell as to where it's going with this guy, and you can't rush it into something before it's ready to happen.
If it's going to be more than just friends, it will happen when you get to know each other better, which takes a few weeks to a couple of months or so.
You will need to find out more about each other - your interests, hobbies, lifestyles etc.
And this will happen by talking to each other whenever you are together.

There's only one way to find out...Ask him! I am very friendly with people too, and sometimes they think its more when it actually isn't. I know it might be hard, but you could always just ask him in a friendly way. You've got nothing to lose. At least you'll know. Good luck!
