if you have to have rough hands due to your workout regime or your job, i suggest weekly manicures to keep your nails as clean and smooth as possible.
also lotion several times a day...
there is NOTHING pleasant about a man with rough hands touching my tender bits.

It's OK meaning that it's not a total deal breaker and they can tolerate rough hands if they like the guy, but if you expect they actually prefer them rough , well, no, I think most don't.

Rough skin hands can be attractive and not attractive, it depends on the lady!
I suggest using/carrying a hand moisturiser if you are out dating the ladies, as soft hands are desirable.
