 I think he may likes you, but he's too shy to do something. This is happening to a lot of guys at your age by the way.
In the worst case, he doesn't care about girls and doesn't want to have relationship yet. It's nice he said you're beautiful, that usually mean you have good chances to be with him.
I suggest, do something by your own. Maybe you can ask him out and go for the pizza or drink. Just be careful it would be the right time to do that. Or write him message or something like that. Tell us how's things going in future.
