 Some men don't mind if you do take charge, bu those guys are usually older. They've been around enough not to worry about the games anymore.
However, just from my own recent dating experience, you may want to hint that you are interested, but let him be the one to make the first move. Unfortunately, there is a lot of truth to guys liking the chase...
Like the others have said, don't show up at his house unannounced. That is a golden rule that you should always keep in mind when it comes to guys. Showing up unannounced screams stalker to them.
You might want to casually mention getting together sometime for coffee. If he make firm plans go for it....if he brushes it off or says "yeah maybe" back off.

 To repeat what the others have said, it depends on the guy. I wouldn't suggest showing up unannounced though until you know it will be appreciated.

Some men do like it when a woman takes charge. Others don't. I'd suggest that you call him and ask him out, rather then just turn up. That way he is able to make a decision, and you get to see what's going on.
