Being a 14 year old girl. Its nice to have a boy check u out and make eye contact. But its just older men like over 30 that stare at u it makes me sick. But if the guys about my age or a bit older and there fit then i will willing flirt. My freinds say i flirt to much. They say i flirt like i breathe! I dont relise im doing it. But eye contacts the best. It make girls melt. Try and do jelly eyes. That always works. Jelly eyes is where u both make eye contact for a bit then slowly look away. Trust me they will be like putty in your hands x

As a lady, it's nice to get looked at, it's nice to make some eye contact, but it's not quite as nice when a guy is staring holes into you. Then I just get nervous, skeeved out... so I would keep your staring limited. Checking out a girl is totally fine and flattering, but giving them the stare down will only make them feel uncomfortable.

I can't speak for girls of your age group (it's been a while) but I can say that women do not like to be stared at. If you find someone attractive, it's okay to glance, but don't stare. It is very uncomfortable for the person being stared at, it can even feel threatening and make us worry for our safety. Whenever I notice a man staring at me I immediately become self-conscious and uncomfortable, I also worry that he might try to come on to me or even follow me home (both of these things have happened to me, neither were enjoyable). So try not to stare.

Depends how you're doing it and who you're doing it to.
If you're staring at them constantly you might actually scare them!!!
Prolonged eye contact is a powerful flirting technique. Used on a girl who has an immediate attraction to you might get a smile in response and then they may try to hold your gaze. You should be able to tell from their reaction to your "stares". Some girls like to know that someone finds them attractive and will give them a "boost".
If you see a girl reacting badly, as in looking concerned or shuffling uncomfortably etc, please don't carry on staring at them.
