Actually, some forms of male diabetes will affect the production of testosterone, and for the same reason this can cause erectile dysfunction, the testicles themselves can shrink in size, or never develop to full normal male size. This would make it appear as if the sack doesn't hang as much as a 'non-afflicted' male.

Not that I know of. Age does.
Just in case, diabetes does affect penile sensitivity.
