It is a bit corny to say this, but you know how sometimes you feel like you are going to sneeze? And maybe you don't, or maybe you do?
But you definitely know when you sneeze.
And orgasm is like that, but it's like a sneezing fit that lasts 5-15 seconds or longer, declining in intensity, and centered on your pelvis. And the sneeze feels like about the best thing in the world.

People trying to masturbate and have their first orgasm, generally underestimate two things:
1) A big part of it is emotional/psychological. If you aren't feeling sexually aroused (like you might feel in the presence of someone really attractive of the opposite sex - or whichever sex turns you on), then you're mostly just patting yourself on the stomach. Once you learn how to touch yourself "right", it is easier to take a small flicker and turn it into a big flame. But until then, you have to get into the right emotional state of mind, especially *not stressing* about whether you can orgasm or not. What you do is set aside time alone when you won't be disturbed, to touch yourself while fantasizing about things that turn you on. Some technique/anatomy lessons help (especially for girls: know your clitoris, remember the nipples, keep things wet), but it's mostly mental.
2) Take your time. Related to #1 above, but especially young women may try to touch themselves for a few minutes, not feel it, and give up. Give yourself a lot of time (hours) to explore different parts and find what feels good. When you find something good, hang out with it. It's not a race, it's more a walk in the woods at dawn by yourself. Relax and breathe, and enjoy.

Sometimes it take more than just exploring though, it takes hard work and time. Many women (and men incidentally) go through life without experiencing one.
Don't worry about it so much. Take time to research about how you can help make yourself orgasm either via masturbation, or with a partner in the future.
They don't happen at the drop of a hat, it takes time and effort.
