 He sounds like he can't decide between the two of you. He likes both of you but he can't decide which one he likes more. He says he likes you, and then he flirts with your friend, telling you that he doesn't like her? He's lying to you. He likes you both. Or it could just mean that he likes her as a friend. He probably likes you both.
