You know he changed when the source of the reason he cheated is no more. Was it out of immaturity? Was it an addiction? Was it a particular person? Was it a particular emotional need that was not being met? Whatever the reason that got him to cheat, if that reason is still present, he has not (can not) change. If that reason is gone, he has the capacity for change. For example, if he cheated because he would get drunk, and that was the ONLY reason, then if he goes sober, the chances of him cheating again die with the drinking.
