There is a song about it.
It means running around following a trail that leads no where.
If you keep following a pavement where will you go? No where as it just leads round in circles.
It means you are wasting your time.
I hate that song by the way.
Good Luck!! xx

God, that's an old expression! It refers to any futile activity; like a dog chasing it's own tail. It's also a song by Adele.Harry.

English term or phrase: Should I give up or should I just keep chasing pavements?
English translation: Should I give up or (should I) keep going?
It could also mean: walk around aimlessly.
