You would still get into trouble if the boy was underage. Don't be so quick to rush into sex, young people throw this part of themselves away so quickly and they are not mature enough to know its consequences.
If you feel the need to be close with someone, then hug, hold hands, maybe experiment with kissing...not sexy??? well there is nothing sexy about teen pregnancy, getting dumped or a reputation for being 'easy', getting a sexually transmitted disease or getting in trouble with the police for having sex with a minor.
Do the right thing...leave sex until your an adult.
