Anyone who has unprotected sex based purely on someones word that they are clean..is a risk. Because people can and do lie about these things all the time. So unless you see the results for yourself, use protection!
If it is someone you are thinking of sleeping with. Ask her to get tested again and until she has, use protection for oral/anal and genital sex because ALL of those routes can lead to the cross infection of various strains of infection and disease.

If all three individuals in question are VERIFIED to be clean before hand, and there are NO OTHER partners involved with ANY of them, then no. Diseases do not just pop up out of the blue because you had sex. They are transmitted, in one way or another. However, I would caution you that this is very likely not the case. Even if she knows she's only ever slept with these two guys, in her entire life, and they both attest to her that they're 'clean' she should get tested for a full spectrum of STI's. Twice. Once immediately, and once in another six months. In the interim, she should avoid unprotected sex, to avoid complicating things. There ARE other routes that some diseases that are commonly called sexually transmitted can take into a host. Blood transfusion and drug use are the most well known, and for good reason. However, it is also possible that the wrong strain of the herpes simplex virus can make the minor adjustment needed to go from being a barely noticeable chancre in or on the mouth, to being genital herpes during oral sex. Unlikely, but possible. It is similarly unlikely, but possible for other STI's to transmit in unorthadox and unforseen ways. Thus, it is nearly impossible to really know that both you and your partner are 'clean'

If they are clean/free of STDs/STIs, then no, no one can catch anything. But it's better to get checked often for those and if that's not an option, then use protection.
