Simply put, no it doesn't mean you're 'under developed'
actually people who wait to have sex have less chance of medical problems, such as the HPV virus that causes cervical cancer, STD's.
Apparantly the more sexual partners a woman has sex with without using condoms increases her chance of cervical cancer as the substance that sperm are in changes the cervical cells. Please note this is just what a teacher told me in high school I'm not sure if it is entirely accurate!
So no, NOT having sex doesn't put your health at risk. But having sex does.
