I assure you that colleges send transcripts everywhere all the time. I have been a transfer whore the last few years - I've transferred colleges numerous times and have never had the slightest problem with getting my transcripts sent out. Usually they charge you per transcript sent (for me, it's been $5 per), but otherwise they don't give you any trouble.

I don't see any reason why you can't talk to your advisor before your mind is made up. That's what advisors are for, to help you make decisions and facilitate the process. I expect schools all over the place fax transcripts all the time. Just ask the advisor for the details.
