Ok I think you meant labia minora. Its a tribal southern African custom to stretch your labia from a young age but ofcourse now these girls grow up and they don't want them anymore. A labioplasty is the number one most common plastic surgery done on black women in South Africa. So tell her to go to see a plastic surgeon. As far as I know a first consultation is free with the surgeons in JHB. If she tries to do this herself that is just insane and she can have an infection that will kill her or disfigure her permanently. Also doing it with a pair of scissors (there are girls who have tried this believe it or not) results in needing emergency surgery. Just phone up a surgeon or send an email and they will give you estimate prices. Please post an update to let us know how it goes.

 If she wants to alter her bits then advise her to see a plastic surgeon.
Tail docking of animals, even by humane sugical methods (and even with anasthesia) is banned in a lot of countries/states within them. So seriously, if we as a society won't subject an animal to a lesser cruelty, then it really is barbaric and ignorant to think it may be ok for one to slap an elaccy band on their bits.
Asking for trouble and possibly life long regrets if you ask me!

 Good life! NO. It is definately NOT ok for her to do this to herself. If she feels there is a problem, then she should go and seek a medical opinion. Did you post here on this subject a few days ago? Labia come in all sizes, there isnt a `normal` size. A lot seen in pornographic images have been surgically reduced and are NOT natural.
