Let him grow it out into a neat, short-trimmed beard. The slightly longer hair won't irritate nearly as much. Plus, even though chicks don't like it at first, they always end up loving the beard more than the smooth stubbly chins, when it comes to kissing.
If it's just a bit too long to be called stubble, he can also shampoo/condition it, which will help. But for stubble, there's really nothing you can do.

Not really,its part of being a man and some men can develope rashes if they try to and as ruff as it looks can be quite a sensative area.

Yes, you need to tell him if he would mind trimming it or shaving it off. It leaves you with a red chin and then dry skin for days..... very unattractive and sore. I am sure he will understand.
