next time he says it maybe you should say "well go on then if it makes you happy" in a jovial way. i wish you good luck so that maybe he will.
although why was he scared about him touching your butt and what kind of touch was it? (long and lingering or just a quick brush).you need to give us more detailed info for us to give more accurate guesses...

Biguy12345 is verified as being by the original poster of the question I worded that wrong he never actually kissed me. Just him saying he would sent chills. One time he thought he touched my butt and he said he was scared for life and I told him it was my thigh and he was releved. Forgot to mention that.

 To be honest I don't know any straight guys that just kiss other guys without some kind of alcohol so that they have an excuse.. If this was a longish kiss rather then just a peck, the chances are that he is curious at the least.
When it comes to finding of sexuality it can be a tricky one... Epescially with high school guys so I cannot help with that part of your question. By the few details that are in this I don't think anyone can really pass any kind of judgement.
