Peak fertility is usually before the menstrual cycle, so you should probably aim for a week before.

I really hope this is a joke question. For someone of your age you should really know better. But just in case you are being serious then here is my answer for you....
There is NO safe time to have unprotected sex....she can still get pregnant no matter where she is in her cycle. She could even be having her period and still get pregnant!
Unprotected sex will lead to pregnancy and STI's....that is a fact, no matter what time of month you have sex. So DONT DO IT! Use a condom, get your girlfriend on birth control and then you will be almost guaranteed that you wont be getting your girlfriend pregnant.
Condoms + Birth Contol = no baby!
Sex without condoms or birth control = babies and STI's.
