Like k_c100 says, teenage boys are very easily excitable. He will get better at "control" as he gets older. When you're making out have him pay attention and when he starts feeling like he's about to orgasm, have him stop and take a break.
It's not masturbating more often that will help, it's that when he does masturbate he needs to practice holding off as long as he can. It's not the frequency, but the practicing lasting during masturbation that will help.

Its not because of his operation. It is because he is clearly too excited around you and doesnt even need to be touched to cum! The lack of experience and his age will be a big part of it as well (I presume he is a similar age to you).
