I must assume this is a theoretical question and nothing to do with the values that you hold dear. Of course porn watchers are not peeping toms. Porn watchers have implied consent, peeping toms get their kicks from watching people who hate to be watched. The difference lies in consent.

Porn actors and actresses are performing and being paid for the entertainment of the public, providing an essential service for those unable to form or sustain proper relationships, and who feel there is something missing from their lives.
Sometimes it can even be educational. Not often though, and they wouldn't win any Oscars.

Its kind of like a peeping tom thats been spotted but the couple kind of get off on it.
Either way the voyeur does not have sexual contact.
Much healthier to get a girlfriend.
Still it takes allsorts i guess.

 The difference is that a peeping tom watches people while those people are unaware of him/her. They have no consent to watch, while the people in porn vids know that when they are being videoed that the movie will be seen and/or distributed
