Literally there are some hairs that are black on the top half and white on the bottom half.Is this normal? I think it may stem from the fact i have skin pigmentation around my penis, as it is the bottom half (closest to my body) is white and the rest is dark (I have farily dark skin)

Infact I am more conscious about the colour of my penis (being half white half black)and would rather keep them than howing the pigmentation

It's unusual, but completely normal. Hair colour is affected by the skin pigmentation of the area.
If you're worried, you could shave the bottom half, or you could shave everything to make it less noticeable. Your short-term sexual partners probably wouldn't notice it, and any long-term partners wouldn't mind - they'd probably think it quite special and nice.
