I once dated a girl your height who was 107lbs but she looked normal, she just had thin, long bones, very skinny thighs and had no boobs at all. I dated another girl who was 5'2" and about 120lbs and looked very skinny but she had broader shoulders, thicker thighs and big boobs, so it really just depends on your body frame and how your body caries weight.
I would say you're at a good weight now, some people who say "you're too skinny" are just jealous or don't realize that your body is different from theirs or you are younger and they are older etc.
I would say that as long as you are healthy, and people aren't saying things like "you could loose some weight" that you are perfectly fine, just eat healthy food and be happy with yourself, there's no need to get super skinny, just look at your body and if you have a flat stomach then you're probably at the perfect weight.

You are not at all too heavy! At your height you will be really quite thin! Your BMI is around 19.7, and the minimum your BMI should be is 18.5. So if you lost any weight you would become dangerously close to being underweight, even if you just lost half a stone (or 7lbs) you would be on the 18.5 threshold which is not a good place to be. If anything your weight is very good right now, and you could do even better to put half a stone on.
If you lose weight you risk doing some serious damage to your health (being underweight is pretty much as bad as being obese) so please dont lose weight, there really is no need.
If this helps - I'm only 5ft 3 and weigh 10st 12lbs, which is overweight according to the good old BMI chart! But I am naturally muscular and have huge boobs which account for a lot of weight, and I really dont care about my weight! What matters is that I am healthy - I eat well, I enjoy food, I also enjoy shopping and clothes, I exercise and I have a good life. The number on the scales is not an indication of how attractive you are, it is pretty meaningless. I get more attention from men than most of my friends, being a skinny rake is not what men want so there is no point in starving yourself to be something you are not.
As long as you are eating well, exercising, not denying yourself anything (because everything in moderation is good, including moderation!) and not removing any food groups from your diet then you are fine as you are. If your body is quite stable at 9 stone, then clearly this is the sort of size your body is meant to be. And weighing 9 stone at 5ft 7 - most girls would die for your body! Learn to love what you have got, I heard this quote the other day that throughout the total of our lives, us girls spend so much time on our appearance and worrying about what we look like that it adds up to 10 years. Do you really want to waste 10 years of your life on worrying about feeling fat? Or do you want to accept the reality that you are already thin and would be unhealthy if you lost more, and just enjoy your life?
I know what I would pick - give me those 10 years back any day, I'd much rather have a few extra pounds and be happy than be thin and miserable!
I hope this helps and good luck!
