If you want to try a simple test for yourself then take a latex condom and rub it on your inner wrist for a while and see if any sort of rash developes. There could also be a problem with the lube on the condom itself. Go to the doctor and if you want to keep having sex then try many different kinds of condoms, each one test on another part of your body before use so you can avoid the rash as much as possible.

Perhaps try some lube first to eliminate the friction problem. If it still persists try a non-latex condom.

Are you lubricating? If you're dry our could be chaffing. Try some good lube as well, most pharmacy's today sell some good sex lubes next to the condoms.
