You can be with someone who is 21. There are no laws against that i dont think - however if the relationship becomes sexual he CAN be up for charges because he is an adult and you may be classed as under age depending where you are.
If you are emancipated it may mean something else...and as you have a kid you may be deemed an adult and legal by law because of this. check the law first.

Depends on the laws in your state. In some states the legal age is 18, if your state is one of them then yes your mum is right. Although usually as long as you don't have sex it shouldn't be a problem, but again you'll have to find out the exact laws in your state. If the legal age in your state is 16 then there shouldn't be a problem with you 2 dating.

You need to find out what the law is in your state. Laws change from state to state. So whatever US state you're in, you need to find out what the law is for you.
