Yes it's too soon to mean it, but like someone else said, doesn't mean it's too soon to think he means it! You're young and infatuated with each other and that feeling can be very overwhelming and powerful. It's easy to mistake it for love. And so long as you don't feel uncomfortable with it, I don't see why you shouldn't kiss.

Aww. He's a young guy, and he's just starting out in the world of love, so he was bound to say it. Is it too early? Only you know that. There's a good chance that you have your feet on the ground a bit more than him, so I'd suggest that you know this will take more time to develop. Say it only when you feel it.

Everyone is different when it comes to these things. Just because he tells you he loves you doesn't mean you have to be feeling the same right now.
I didn't have my first kiss until I was 16, simply because it didnt feel right with the guy I was with before then. My gut instinct seemed to be right as I'm still with my first kiss 4.5years later!
Follow your instincts and your heart. Don't do anything until it feels right for you, and don't feel pressured into anything. On the other hand - if you are feeling that love for him, then no, it is not too soon

I had my first kiss at 13. It was a peck on the lips and I worried about it for weeks and weeks after because the boy wouldn't talk to me after it happened. I guess we were both too young to be thinking about relationships.
If you feel love then there is nothing technically wrong with saying it. It doesn't necessarilly mean the other person will say it back.
I know it's cliche and girls your age are a lot more keyed up in these matters than my generation but just go easy, be good friends and don't do anything your gut tells you not to. Everyone needs cuddles kisses and confirmation that they are wanted but just don't let it rush you any further up the path than you should be going at your age.
