Should I try to pursue a friendship? What does his odd behavior mean?

A female United States age 30-35, *ishca writes:

I started dating this guy and things were going well for a while, but then he asked me not to leave him. The problem is that I knew that I was going to move, and I didn't want to not tell him. I felt that that would be too deceitful. We broke up shortly after, he told me that he wants to be friends, but we never talk and when he sees me he stares for a while and looks hurt. I dont know what to think. Should I try to pursue a friendship? What does his odd behavior mean? Please help if you can.

As I understood both of you want this.

"when he sees me he stares for a while and looks hurt"

He stares at you, it means that he is interested in you.

But why he looks hurt? Maybe there is something bothering?
