 If I were you I'd send her a text. She will feel less shy about that as she can have some time and warning to respond. Once you can get that going back and forth, then you can move onto either calling her or plan on meeting up with her.
Try something along the lines of "Hey, your friend gave me this number, sup? :)"
Its simple and if she wants to she can respond in length and get a conversation going. The ball is well and truly in her court.
