Well, you've got two choices.
1) Follow your heart. Ask out the girl that you like the most! Don't worry about which one of them likes you more, think about which one that you like more.
2) Don't ask either one of them out. Getting involved in between a "best friendship" is always messy and someone may end up getting really hurt. So, if you think it will get competitive and your heart isn't aching for one of them, I'd just leave it alone and chase after a girl that you really like!
