As long as you don't do anything sexual with the girl, you are lawfully able to date her. There is no law against dating. Only sex at this point.
If you trully care about the girl, you'll talk to her about this and tell her that no matter how hard you both might want to have sex if you choose to persue a relationship, no matter how strong she or you come on to each other, you will both agree to hold back until she of the legal age of consent.
Because getting caught and sending someone you love to jail of a dumb thing like that is a stupid way of ending a relationship.

this isnt what you want to hear, but shes underage, so its not ber being your sister's boyfriend's neice thats the problem... and even if you didnt have sex most people would not beleive it... plenty more out there, find someone else while you can and before you really become besotted...
