Ingrown hairs aren't the most pleasant of things, believe me... I know.
So I would not want to imagine what it must be like to have said hair be around the penis... ouchy.
Black Ointment works on them though. Ichthamol Ointment or something like that.

its where you have shaved/waxed etc, and the hair hasnt come through the follicle (the hole it grows out through) and it has stayed underneath the surface... can usually be squeezed out (with a finger nail in the opposite direction that the hair grows, eg, on a leg you push upwards, on an eyebrow you push from the outside to the middle of your brow) but if left to grow too long will really really hurt... you get like a red headless spot, i have really pale skin and dark so i can often see them through my skin.. if in doubt, go to a beautician cause they see that sort of thing all the time and know what to do
