If she just said no straight off then it meant that she doesn't like you.
If she had been worried about losing your friendship then I think she would have thought about it. But since you describe her as "a girl on the bus" rather than your friend, I think she was just trying to be nice when rejecting you.
I know it's hard to ask someone out and then get told no, but don't worry about it and move on.
