You can absolutely get pregnant from sperm being on the outside of your vagina. Those little guys are good swimmers, and you're moist enough down there for them to have something to swim through.
As Rhythmandblues mentioned, if a penis is going anywhere near your vagina, you CAN get pregnant and you NEED to use protection.

Please do not let a penis near your vagina without him wearing a condom, yes you can get pregnant this way if it is not inside you, because his penis emits pre-ejaculate as a forom of lubrication and it contains sperm, sperm swims upward and can live in your vagina for up to three days....please do not have sex until you understand how to protect yourself from pregnancy and STD's and get vaccinated for HP virus which causes cervical cancer which condoms don't protect your from, if you have sex at a young age you are at a great risk of cervical cancer. Make an appointment with an ob-gyn doctor and get on birth control first before having sex, better yet, don't have sex until you are older.
