you are too young to be worrying about it.At 13 breasts are small.Please don't worry about outer appearances dear.work on your grades.Every thing else can be stolen from you except your education.

When you have a slim frame, small boobs tend to suit you better. Anything bigger than a C cup makes you look like you're about to tip over. It's all about proportion. =)

I'm sure that people (people meaning guys, I assume?) won't be put off by your lack of chestage. And if they are, they aren't the sort of person you want to associate with anyway.

If by "people", you are concerned with attracting a significant other - please don't worry. Guys (this is assuming that you are after dudes) love girls with all SORTS of frames. Being petite is a real turn on for lots of guys, so don't fret about looking any different than you do. Not to mention, people will be/should be attracted to you because of who you are, not your measurements.
