First, you're not done growing yet, most likely. You're young yet and may get larger before they stop growing.
But secondly, there is NOTHING wrong with smaller breasts. NOTHING. They're a blessing! If you're lucky enough to stop growing before they get much larger, you'll have fewer back aches, less shoulder aches, less sagging, more comfortable bras, and guys will actually be able to look you in the eyes occasionally. And besides that, even if guys are all you're concerned about, there are MANY men that PREFER smaller breasts (myself among them).

You've still got plenty of time to develop. I can't tell you that you definitly will but most girls are not at their full adult breast size at your age. Do you know what size your mum is? You'll usually end up being something similar.Even if you don't, there's no need to feel depressed about it! I understand it can seem like the most important thing ever at your age but it really isn't the end of the world...I'm talking from experience here lol. Learn to love what you've got and make the best of it, there are great push up bras on the market, be proud of what you have! Breast size does not define you as a woman :)
