If he still does not accept you ,you can forget him because he is the kind that does not accept anyone as friends in FB.
There are some people who only talk to their friends and don't want to make new friends in FB.

If not, add it and try again.
If your photo was up then you could send him a message saying you saw him a few times arround and wonder if he would like to get to know you. He will either run a mile or add you.
