Your question is a bit too vague, it's difficult to answer not knowing in which context the words have been told.
And,of course,not all men act the way you say.
Some men will say " I really like you as a friend " simply meaning that they can't see themselves sexually or romantically involved with the woman- not that they are gonna hang out with her a lot or devote her a lot of time . This often generates some confusion and disappointment.

reader, anonymous, writes (21 September 2010): I've told that myself to a girl who loved me in the past. There were 2 reasons for this:
1. I'm a coward and it was just easier to say that (instead of saying I didn't care)
2. I thought this answer would hurt her less. But it really hasn't. It just gave the girl some hope and extended the agony...
Ask this guy again, demanding frank sincerity.
