So anyway, I had not heard from him in weeks, now this Sat I get a text from him claiming he lost his phone and to send my name cuz he lost all the names to go with his #'s, so I sent my name and his reply after I sent my name was "who is this?". Ouch. It's only been a few months since I met him and never went out with him I did not call and bother him after he did not return my calls. So why is he being so mean, even if he did forget me? =-)

If he lost his phone, he may have his phonebills with itemised numbers on them, and is trying to piece together his stored numbers - seems a plausible story.
Sadly, sometimes people put numbers in their phone and afterwards can't really remember the person - like if you meet someone in a bar and exchange numbers - a few months later you can't remember them.
You replied to his text with your name and number - so it sounds like you're still interested in him.
Sadly, he has forgotten you, and innocently has asked who you are - he can obviously realise that whoever you are, he has forgotten you, but that because you replied you are still interested in him.
If he had remembered you, he would not have replied "who is this?" would he? He would have just never called again.
I really think you've got all this out of proportion. You should just reply and say "It's X, we swapped numbers a while back, but never hooked up."
