Why is he like this?

HHhhhmm, i am caught in a serious problem. two weeks ago, i met a guy through my friend..first, i thought my friend n that guy is dating but that was'nt true and suddenly me n that guy got contact, we started texting eachother, and meeting everyday.. the attention i wanted always in my life, i got it from him and now i really wanna see that guy everyday..he is extremly nice to me.. i know he likes me, he has never said NO to me when i asked to meet him.. But yesterday, he had to visit his relatives with his family so he said he can't meet me and today he said he will call n tell me if he can meet me but he never called or hasn't called yet!! He said he has to do something first and then he can meet me(but i have to be at home before 10pm, ''DAD's RULES'', so he said i would be late for home, when he'll come to me) Does this mean that the guy isn't intresed in me or he is jus busy!!?? i am really confused, i dunno if i like him or got a crush on him, but i really want to meet him..what should i do??? does his behaviour means that he dun wanna meet me?? Plzzz answer me, i really need help!!
