I'm guessing it's because when your guy fingers you, he's touching your clitoris. When you're having sex, his penis is inside you and he's not touching your clitoris. About 70% of women are only able to get so much pleasure that they climax from their clitorises being touched; that leaves 30% that climax from sexual intercourse (without the clitoris being touched). That said, you CAN have sex and touch your clitoris at the same time, or have your man do it.
