He sounds a bit obsessive. He threw you away, but in a weird way, he wants no one else to have you either. It's also an ego thing to have the need to be on good terms with exes, not to mention it's a sort of hedging his bets as well.
If you're not wanting any contact with him and he's insisting on it, tell him that if he keeps it up, you'll call the police and file a restraining order against him. If he continues, follow through. That will stop the mind games.

It wouldn't be like he'd be wanting your actual friendship. Keep strong, stand your ground and keep those master bolts locked tight to him.
