Now I'm assuming if they have money and phones together that they still have to be in contact at least a few days a week.. So tell me if two people have accounts and what seems to be bills together after supposedly a year of being broken up, I'm assuming that perhaps they never really have been broken up? And also is that cheating? To have accounts and bills together but NO kids together, and she's seeing someone else?? What should I do? Thanks for your answers

Well yes..it is odd that she should continue having a joint account with someone she's broken up with. I think you should just be upfront with her and ask her why she's doing this. Its not necessarily cheating because she might not really have anything to do with that guy, apart from maybe just the the financial transactions.
