Though AskEve is optimistic and give a positive approach to such matters, maybe what you should do is find a hobby that you like that he cannot conveniently attach himself to you.

 Brothers can be a nuisance sometimes can't they? He's wanting attention, that's why he carries on the way he does. Why don't you BOTH go out a walk together, have an adventure! You'll find he'll open up and talk to you if you just show him a bit of attention and try and spend some quality time together. I bet you'd be surprised how well you'd get on.
