I tried to give him a divorce in 2002 because he asked for one, when he received the papers, he wouldn't sign them. He has been living with the other woman for the past 10 years. why doesn't want the divorce.

If he divorces you he will be put in a position where he will be free to marry the woman he lives with
phone her up and ask her if she can influence him into signing, and see what happens

Probable reasons
1)Apathy and uncooperative .You do all the dirty work of instituting the divorce,pay all those legal fee's and all those expenses involved with it.
2)Inflict more mental and emotional abuse by delaying the divorce .
3)Hope that you will change your mind.
4)Money or Alimony .You may claim half of your share from him.
5)Spite you - Don't want others to have you
Those could be the reasons.
You could get a divorce if you are living apart from 180 days to 5 years. Depending on which state you are in.
Why did'nt you filed for divorce after the requirements was met ?

I don't want anybody else to have you perhaps? Or its for financial reasons and he has a lot to lose? You should know that in at least 40% of divorces the other party refuses to sign. This does not mean that you can't be divorced. The judge can rule by decree in your case if you file an application for dissolution of marriage due to abandonment. I'm sure there must be something similar in your country; just talk to a lawyer about getting a divorce granted by default.
