Why does he stare and then ignore me?

I'm 19 years old and I noticed my classmate keep staring at me everytime. I'm not sure what's going on. He ignores me almost everytime i say something, i heard he thinks i'm stupid, i got a feeling he doesn't feel good when i'm close to him, he can be very arrogant and offensive too.

I'm not ugly, actually i'm pretty but not his type at all. He flirtes and talk with almost every girl in class (except "nurds"), he hugs them and makes jokes and besides that, i know he'd have sex with almost every girl if he had a chance.

He's interesting in my feelings to the guy which i really like.He told me some bad stuff about him too. His staring is not normal for me.. And if i look in his direction, he immediately turns back and look away. It's not just my imagination, it 's happening for at least one year.But we hardly talk, maybe five words in the whole week. It's kind of weird. Don't get me wrong, i'm not in love with him, i just wanna know what's going on with him. Do you have any idea? Is there any possible way to find out that without embarrassing myself or being intruding?
