He sexualy stimulates your for some reason whether it be looks to personality. The way he dresses could matter its an unconcious decision our mind makes for us. Is he your "style" dare i say? Does he look older? You are not a perve for liking him. Just keep your hands to yourself untill you know he feels the same for you. Tell him you have feeling for him do not specify those feelings but tell him your intrest. may i warn you that he is younger you may need to rephrase certain things

 well u may be having these feelings because your a virgin. most virgins find it easier to have sex their first time with someone less intimidating. my best advice is to move on and dont even try to start something there. good luck.
