It seems like he likes you and if you are sure that you like him in the same way you shouldn't hesitate and ask him out for a date.. You could wait for him to do that, but if he is quite that could mean that he is really shy too and doesn't dare to ask you out.. So just go for it, don't be afraid of what he might say, because if you don't take your change, it might be too late before you know it..!!
Lot's of courage.. but I'm sure this will work out positively.
